Sounds like they were just fishing down the bank and his partner spotted it fast laying near the waters edge and it appeared at least the feet were tied together but was completely decomposed so it had been there for awhile. Among the major free-market countries, we have the highest % of the population in jail and a very high % of that is in for rather minor drug offenses. "Just say no" is about effective now as Prohibition was in the 20s. It breeds criminal behavior because of the extraordinary profits that come from illegality, just like in the 20s. 4 Quote
