Fishing Locks

im fishing on a river with a few locks on it. im thinking of fishing where the water dumps out to try my luck. any lures or tactics you would suggest? water temp is around 70. smallies, LMs, and spots are int he river. water will be slightly stained i think

I would try a white and chartreuse spinnerbait with one gold and silver willowleaf blade.
