When you buy your license , you usually get a rule book for your states regulations.

Bass season doesn't start until the second Saturday in June.

Yeah no kidding lol, I'd almost rather get skunked than show up to a weigh in with 5 10" bass lol, especially if everyone else had a lot of weight  ;D

All the tourney's I have ever fished in VT go by the 12" rule though.

She was asking what the state rules were.  All tournaments in VT are 12" minimum as well.  And if you weigh in a limit of 12" fish on Champlain, you might as well not weigh them.
