Think past the pads. About what's under the water. Look for depth changes, or other changes/edges in substrate or cover, esp near sharper breaks to even slightly deeper water.

Try various lures. Location is first though!

I fish from shore quiet often, and lily pad doesn't bug me at all. I found small mouth intent to stay close to those lily pad, and I have some luck with buzzbait in the morning then T-rig in the afternoon.

depends on the weather- temp. and water clarity..........  

For me one of the best lures in a pond is a zoom fluke... I like to fish it with a small splitshot just above the lure...texas rigged.....

and a senko of course........ you can texas rig this and use a worm weight....... i have found i do best when its a little cooler with a drop shot rig.....

Ponds have a lot of crawfish........ try some...... like baby paca craws.

Then chunk a spinnerbait..........reel it just a foot or two below the surface with a steady retrieve........

The best tip i got off here is from road warrior....... fan casting........

it works great with a senko or plastic worm to cover all the area..... there is no excuse for not covering all the area you can reach in a pond..............

I like to make long casts and a senko and a fluke will cast a long way......

One day I remember last fall at a small pond i fish wasnt catching much............ decided to try a rapala rattlin rap........ (has no lip) and was reeling it fast just above the weeds and bam bass were crashing into that thing!!!!!!!!

(Also don't forget to take blue fleck powerworms..............) :o

ended up with a total of 32 bass and got my line broke by a hawg bass... fishing with my little spinning reel.........

From the bank you will not be able to retrieve any hang ups, so don't use your best lures unless you want to chance losing them. I would personally stick with plastics. You can break them off and tie on a new hook and worm cheap.  Drag the plastics in, under and on top of the pads.  Fish them slow.  Fish ahead of where you are standing and not right in front of you.  Take a couple of rods with you. Set up one with a little heavier weight Texas rig that you can cast for long distance. Just let it lay there sort of dead sticking while your cast another set up.  Reach down and turn the handle a couple of times every 5 mins or so. You might be surprised.

My uncle has shown me something interesting lately regarding shore fishing.  He takes a 7.5'' Culprit or similar worm - usually in junebug - and just swim it so its maybe an inch from the surface.  Occasionally let it just drop.  I've caught a few bass doing that, and it's pretty fun because you can see the wake they make as they chase it.

I've always been so used to using Culprits for Texas rigging and bouncing off the bottom, I've never thought to swim them.

Hmmm....you're finding lily pads this time of the year? Surprising, as it was 23 degrees at my house this morning, here in western MA. Not that far from you. Not sure just how I'd address that situation. They must be dying off by now. Which decreases the O2. I'd focus on the outer edges of the pads; where they meet deeper water. And try throwing spinnerbaits to cover a lot of water and find out where they are holding. I've just never targetted pad beds this time of the year. Maybe I'm missing something?

My killers have been reaction bites this year. Spinnerbaits, crankbaits etc. Although don;t give up on plastics, because when those don't work I go for a trick worm or a t-rigged creme original.
