Pads and emergent or very thick vegetation = peg.  All else, free.

I peg when I am fishing in or through stuff...  brush, weeds, timber, etc.,  which is most of the time.

In super thick stuff, I peg it right up against the bait.

In moderate stuff like grass beds I will still peg the weight, but a few inches up the line to give the bait better action.

Everything else I keep the weight free.

Well If i could quote i would but i cant so i wont.

Peg when you are pulling through vegitation ! other than that No PEG

I only peg if I am punching mats with 1 to 1.5oz weights. I try to peg as little as possible. I seem to have a better hookup ratio without pegging and the fish seem to hold the bait longer.
