I fish a pond that is fairly shallow(3"-25") and packed with weeds. I wonder if there are any lure that work best in weeds

Any lure can work well in weeds if you can fish it without getting it hung excessively. You say "packed with weeds", but I don't know if you mean they're all over the surface or submerged. Naturally if they're covering most of the surface, you need Texas-rigged soft plastics and weedless topwaters. If they're submerged, spinnerbaits and crankbaits worked over the weeds, and contacting the weeds, will do quite well, in addition to soft plastics and topwaters.

I fish in a lake a lot like you describe.A lot of shallow ,grassy flats.The deepest I've seen on my depth finder is 19 ft. at the dam.It's about 300 acres.I use topwaters early and late.I also have a lot of success with a spinnerbait,just keeping it above the grass.Really,you want to barely nip the grass.I also use a shallow C-bait like a Mann's Minus 1-.Weightless plastics are good.I tried something that sounds crazy ,but it works.I cast  a dropshot rig and fish it just like I would fish a T-rig. Just have the hook above the grass.the weight gets some grass on it but so what.

I myself am just learniing to fish the heavy weeds down here.  I recently have been having fun buzzing a zoom horney toad over the top of weeds or pads and just as I clear the weeds or come to a hole in the pads I stop it and hang on.  I have caught several like this in the last couple days.  Try it

      Wieghtless T-rigged stick baits.  Also try a spinnerbait along the edge of the weeds and a frog crawled over the weads. I like fishing in weeds. They make it harder for lesser fishermen.  ;)

A live mouse held to a large treble hook with a rubberband.  Can you say DY-NO-MITE? ;D  Try it out.  The folks at the pet store will not be happy if you tell 'em why you're buying mice, so keep that hush hush ;)
