If the water is up fish the shallows right up on the bank.  A spinnerbait or a buzzbait is a good choice.  the fish will follow the rising water into the shallows.

Usually when it rains hard, the water gets churned up and gets muddy. The bass usually shallow up and hold really close to cover. Fish slow, and use something really bright like chartruese or  solid black. I couldn't agree more with the buzzbait or spinnerbait. Just use a fat oklahoma blade on the spinnerbait.
