how to get a college team started?

I go to jackson state in Tennessee. and we don't have a fishing team. i was wondering if there was anyway that a person could go about trying to get one together. if that is even possible. if anybody has any information on this please respond. thank you.

Also, most universities make it easy now to start a club about anything. I know where I go to school all you need is five friends and an adviser's signature and BINGO you have your club
