Who to send resume's to?

For those who have sent a resume to a potential sponsor either by email, by hand, or by regular who do you like to give that resume to.  Meaning the head guy, customer relations, etc.  thanks

I am guessing some type of cover letter saying what your sending and what for would be a good idea also?

Many companies have regional Pro Staff directors that handle them.
