Imma ask for a grant too ..1 million of MY money to go and count how many ducklings fall down drain grates .I dont think big brother has a clue as too how good i can use MY money and still enjoy myself.I will call myself the F.B.D federal bureau of ducklings..sit around on lawn chairs holdin up signs with a arrow pointing to the drain YOUR MONEY GOES HERE.I will  even get custom tags that say GOVmonspnd.hand out flyers ...ENDLESS ideas
