This is taken from the California Franchise Taxboard's website -

"State Controller announces delay for tax refunds

Due to the state's persistent cash and budget problems, the State Controller announced on Friday, January 16, 2009 that without immediate budget solutions that fix the state's cash shortfall he will have to delay refunds for 30 days starting February 1, 2009 for Personal Income Tax and Business Entity taxpayers.

FTB is still processing returns as normal. However, it is likely this delay will affect state refunds for most early filers. Returns that have not completed processing before February 1, 2009 will have their refunds held for 30 days.

This applies to all refund types. Delayed Direct Deposit Refunds (DDR) will be electronically transmitted when funds are available.

FTB will update this website with FAQs as further information becomes available."

Dont have to move to Mendocino, everybody grows around here. I would bet that there are a couple operations within a mile of my house.

I was watching show on CNBC last night about Marijuana Industry. How that county in California it legal to grow it and sell for medical purpose. Pretty cool industry they got going on. Lot of cash flowing despite the restricted sales. :o

It isn't California's money in the first place, it's yours. And now they won't give it back to you. Nice, very nice.  >:(  That's the problem with the pay as you earn tax system.

I think the "Marijuana Tax is higher in that county though  8-)

Fourbizz is right... I used to live by him (But deeper in the woods) and that is all the kids did.  Personally I've NEVER smoked and NEVER will, but I know a couple people that have small farms on their property.  I believe in the past 5 years there have been about half a dozen farms that have been discovered in the area.

I often thought the best way to spend the $700 billion buyout money would be a whole bunch of dynamite planted along the CA border and cast them adrift.

That or we could trade them to Mexico for Cancun.   ;)

What do you think the state would say if people wrote "pay you later" notes instead of checks when they owed money?  ::)

When I first saw this I thought 'only in California'. However, it's several states that would have NO problem doing this. Thank God I don't live in one of them. In fact, I'm pretty sure it's safe to say they think you don't pay enough or don't deserve that refund.

When we owe them money they charge us interest. Why can't you charge them interest on one month past due. :(

BINGO!!!!!  It should work both ways, this state is such a joke to live in   >:(

hmmmm.... that's not nice   :-/ .  I hope they tax the kr@p out of you for the ocean front property  ;D
