The picture was too small for me to even see the fish. That is a sad story, Someone probably tried to kill the algea and ended up applying to much weed killer and killed all the fish. People that do not know what they are doing do that alot. >:(

Not likely.  Algae blooms can be common in shallow lakes in the summer.  Algae growth explodes.  They intake too much oxygen and expel gasses, some toxic,  leaving the lake with too little oxygen for fish. Thus a fish kill occurs.  

The ocean is not immune to these either.  Often known as Red Tides, it's deadly for fish.  Filling your baitwell with water from an area experiencing a red tide will kill any live bait you put into it.
