Welcome to the forum.  La Cygne this time of the year on a nice day will be packed, cabin feaver sets in for everyone.  Spooks, pop-r's, chrome traps, white spinner baits on the north end of the lake.  If you go south the water will be a lot colder but there won't be as much (or any) traffic.  Rogues, senkos, and flukes down there fished s-l-o-w.  And, of course, black n blue jig n pig anywhere.

Good Luck!

I'am heading down there friday myself to hopefully beat some of the crowd cause I know that place gets hammered big time on the weekends. I've only fished there once myself on the 6th of Jan so I'am taking what worked then fo me...1/4 oz traps. I plan to fish the bluffs on the north end along with the flats near the outlet. Fishing report says the caught a 8 and a 10 pound LM during the first wek of feb....? Regarding the warm water outlet....the actual outlet into the lake is like a 1/4 mile north of the plant. The warm water runs down a canel that parallels the shore on the east side of the lake. I say this cause I spent like 30 minutes aimlessly bombing around the lake in my jon boat looking for the warm water outlet....I figured the outlet would be right by the plant...I figured wrong...LOL!

Now, I've only been there once so I don't have tons of experience fishing this lake but from what I can tell, the power plant outlet pretty much warms the whole north end of the lake. I see temps in the mid 50's at least 400 yards from the outlet while the south end had temps in the low 40's the day I was there. At the outlet, I seen 65 surface temps. So, you don't need to park in front of the outlet...theres plently of good fishing water from what I seen. Be aware that sometimes the power plant will shut down for whatever reasons and the warm water flow will stop. If your driving large distances, I would call the marina for current conditions. http://www.linncountyks.com/html/lakelacygne.html
