Well, to the OP, I have used both the Powell and Savvy in the 704.  Both rods are very similar in feel but the Savvy is a tad lighter and better balanced.  The sensitivity is pretty even with the Savvy having the upper hand but the Powell very close.  Either rod is a good choice, the Powell is a little cheaper but the Savvy is more refined.

Both are excellent rods...

I have the 6'8 Powell Max (683 EF) and its a great rod for the money. Also Editor's choice on TT.

Dobyns Savy has been compared to a St. Croix Avid which is a pretty huge compliment. I have only used a Champion and that is a super nice rod.

I don't think you can go wrong with either. As KW stated...
