Telescopic or not telescopic

For sensitivity, would a telescopic rod be as sensitive as a one piece?   Or does it not make a difference?

Would balancing a rod help with sensitivity?

generally a telescopic rod is not as sensitive as a 1 piece but you probably couldn't feel the difference.balancing helps any rod in the sensitivity department.sensitivity is affected most by what line you  use.
