Daiwa Reels Action Rating?

Can someone please explain the "Action" ratings given to Daiwa reels?  For example, the TD-Fuego baitcaster has an action rating of "L/ML".  What exactly does this rating refer to?

Saltwater/ Freshwater

L ( Saltwater )/ ML ( freshwater )
