Light rod with a fast tip application?

Last night I am walking around Dick's sporting goods, and I come across a 6'6" Light action rod with a fast tip, made by Allstar. It was originally a $60.00 rod, but was on clearence for......$10.00, so I couldn't pass it up.

I have never used a light action rod before, and would like to know what such a rod would be good for?

Also, does Allstar under-rate their rods? The rod feels more like a med action than a light action.

their casting rods seem under rated to me, and their spinning seem over rated, my med spinning is a tad hevier than my mh casting setup both made by all star.
