If they "Bounce" them it is a two minute penalty. Usually.  This Ref blew it.

From my understanding, he didn't. A "slight touch" doesn't warrant a penalty. I agree with @A-Jay, mlf has "jumped the shark". They are a joke.

Only time I ever watched was when they were on Cherokee because the Holston is my favorite river . Format is Hokey Pokey

I'd say a slight touch would be the tail of a bass barely skimming the deck.  That bass crashed and bounced.

That was a slight touch too. I like Matt a lot and agree with @AlabamaSpothunter, I think he's smarter than he acts.
