While I do agree that the individual should not be parking there for any amount of time, I would never approach someone and confront them on it. I don’t need that kind of trouble, and you never know how someone is going to react. It’s not your job to enforce the law and attempting to do it creates unnecessary risk. I believe @MN Fisher strategy is the correct one. Call the local authority and report it. If they leave before they are caught, well, that’s how it goes.
