I've seen it and spoken to the person(s) doing it. 99% of the time, their response is "Who cares. I only going to be a minute". And I had one person say that it was completely unfair that someone gets the best parking space "just because they are handicapped". I almost punched them right in the face right then. I have called law enforcement a few times, but often the offender is gone before they get there.

While I do agree that the individual should not be parking there for any amount of time, I would never approach someone and confront them on it. I don’t need that kind of trouble, and you never know how someone is going to react. It’s not your job to enforce the law and attempting to do it creates unnecessary risk. I believe @MN Fisher strategy is the correct one. Call the local authority and report it. If they leave before they are caught, well, that’s how it goes. Eventually the law will catch up to them.

You are no doubt correct, but sometimes someone needs to speak up. I am willing to risk being that person.

People that change baby diapers in the parking lot and leave them laying on the ground, I feel is about as low as you can go on the litter bug scale.
