No. The 70 is the Tatula 70SV, and the other is the latest compact frame 100 SV with what's considered to be a 70 sized spool. The 70 has an even smaller frame with a narrower spool.

Tatula 20 SVTW103H is just the regular Tatula SV103 in the US. Kind of a Tatula 100 with SV braking and spool
 

the TTUSV70H on the other hand is the Tatula SV 70. Kind of a Tatula 80 with SV braking and spool

 

both reels can be used for similar applications, the SV70 just has a smaller spool and frame
