JDM styles dont come with hook keepers. The 13 fishing panfish rod is modeled after JDM rods. I have two of the panfish rods myself.

Just get a cheap Fuji hook keeper or just use the frame on the guides. I usually just put my hook on the first stripper guide frame.

Are there any domestic panfish/trout rods that do?

St. Croix has hook keepers. I Trout fish with a couple of UL rods in the Trout Series and Triumph Series. Decent feature. Pretty sure the Panfish Series has them as well. 
 

But if you like the rod and it has the right feel I would not worry about the hook keeper. Too many ways around that. 
 

Seem a bit weird but fish it if you like it. That’s the most important thing.

The Japanese call this device a reel stand, but it's really the ultimate hook keeper, which also prevents line twist on rod tip.  It replaces the dust cap on the non-drive side.

If you try one of these, you may never want another rod with a built-in hook keeper.  

Trickier to hunt down, but they also offer the thumbscrew type for hex-shaft reels.  

Gomexus and Hedgehog both sell versions of these.

Fuji Hook Keeper. $3.49 at Cabalas. Fits any rod.

So have I.  It depends on the hook keeper. First off when I when I was Pro Staff for Bass Pro, the hook keepers on their rods were cheap and rusted in one season.  My CastAway rods all came with a rubber hook keeper and I liked that.  My Quantum’s have a hook keeper on the butt of the rod that if I put a lure there, it’s guaranteed I will stab myself every time I reach for it. I have also had rods where there is a good hook keeper in front of the foregrip but it was placed so that it would catch my line on a cast occasionally.  That was on a spinning rod.  I don’t like attaching to the rod guide frame since if you miss, you can chip ceramic guides and if in the frame, when I spin the line for storage, it puts stress on the guide.  Very frustrating.  I also like the open ended keepers not the closed loop style. So in summary, a quality hook keeper in a good position is a good thing.  A lot are not.

I have two of these rods.  Honestly, just get the new Crappie Maxx Pro rods.  They're every bit as good for 1/3 the price.  I promise you.

What do you think of the Omens? This is a creek setup, those Crappie rods start at 7’.

My favorite thing about hook keepers is reading posts from people that string line through them, who are then confused about their casting distance.

I think they're decent, but the crappie Maxx Pro rods from bps are better.  I have a 4'6", a 5'6" and a 6'6" one.

 

It's not the old model...the newer ones come in shorter lengths.

The BPS Panfish Elite rods have hook keepers and are good rods, I have two. The Denali Pryme rods also have hook keepers. I just got one and haven't used it yet so I can't comment much more than that. They are really comfortable to hold for what that's worth.
