I've tried a BUNCH of rods over the years, as I fish a chatterbait a ton in the summer. Hands down, the best rod I've found is the Ark Invoker Pro, 7'4" H MF composite. In fact it's been outstanding for all my single hook moving bait applications. I have four of them now, all paired with Daiwa Zillion HD's. 

Dragging a chatterbait around like a football jig, or wobblehead, on offshore structure at night, is deadly in the summer. It comes through rock really well.

1/2 or 3/4 depending on how slow you need to go. I mostly use Zako trailers.

I like a 7-2 MH fast graphite. It's just a standard MH texas rig rod. If you're a big guy you might be better off with a more moderate rod like the expride MH glass. I personally hate that rod for chatterbaits but a lot of guys love it. Any 150-200 size baitcaster will work well. The right rod is far more important than the reel for this technique.
