Looks like it has a deer hair collar, there should be some deer body hair in the body.  The way the material is laying in the hand, I'd say marabou for the rest of the body.  The two feathers are, what we call in fly tying, saddle hackle.

I think that's just cause its's hard to charge folks $20 for chicken feathers, but I may be wrong...

Is this a lure you use alongside jerkbaits and lipless or has it been one or the other on those days? Has there been a defined water temp where you have noted these excel? Do you have a hair jig video? Thanks

Punisher used craft hair, NorthStar uses bucktail hair and Owner hooks.

I use these baits in situations & conditions very similar to what Paul Mueller is seeing in the video link below.  Big difference is I am fishing quite a bit north of CT and always fishing for brown bass.

These baits can work all season but I do not do that.

I fish them on gear similar to what's being used in the video as well. 

I totally crawl/drag these baits only inches at a time and them let them soak. 

Bait never comes off the bottom, by far my most effective presentation.

For you guys that may be interested DHT offers a bristle brush guard jig (opposed to the 2 prong style on the punisher) with the head same as the punisher with that lovely taper under the chin so it’ll stand the trailer up easier. I was able to get 9 of these in any color and sizes I wanted. I chose all black and 3 in 1/4oz, 3 in 3/8oz and 3 in 1/2oz with Gama hooks and a plastic clear box for $28.65 shipped. I feel that’s a bargain!

Largely dependent on the mold. More intricate designs, with small appendages, or long thin tails require hotter plastic for both hand pour and injection. You can use any hardness plastisol with either.

Softer plastisol formulas are generally more bouyant. A trick I use for adding bouyancy if I want it is to put a SMALL cup of water in the microwave with the plastisol during initial heating. The humidity will cause lots of microbubbles in the plastisol. Not good if you're looking for clear baits, but works great for opaque baits.

I made it myself of course, but the jig head was a Gamakatsu, paint was Matte Green Pumpkin.

Ya really gotta work to pull something out of him sometimes. But I respect @Deleted account’s opinion on various topics so I’ll put in a little extra to try and coax something out of him.

A rubber skirt is going to produce more flair and will pulsate when moving slowly or sitting on the bottom. When it comes to coaxing a bass when the jig bite isn't as strong, I like rubber.  A nice compromise that gives you the flair and movement would be jig that combines living rubber with silicone. The silicone will give you some better color choices. I am a jig finishing fanatic and I will say that my biggest fish have all come on a rubber skirted jig (specifically a TNT jig).

Seriously though, When I said I don't fish jigs in the winter it's because I have found them to be at the bottom of effectiveness, could I catch some fish on a jig in cold water? sure, but I catch more fish with a bunch of other lures. To clarify, I'm speaking of a bass jig, you know, 1/4-1/2 oz, weed guard, silicone or rubber skirt. I do use small jig heads, usually 1/16-3/16 oz with small plastics and/or hair and feathers, and those do at times work well.

Tank testing different  materials.

Personally in cold water I'm dead drifting  the magnificent black maribou jig.

The bucktail and most skirts were tied so short and too sparse the test was of little value to compare. Very well done video imo.

Keep in mind that attractants tend to mat hair or fine fibers killing any flare movements. Living Rubber and silicone are not  affected by attractants.
