Just picked up a new Garmin 93sv. The issue I have is the hole I need to run the wire though to hide it is smaller than the threaded locking ring on the one end and the yellow inline fuse on the other. To get around this, could I cut off the fuse where my arrow is, run the wire, and then reconnect by stripping and reconnecting with heatshrink?

I would solder the wires together before the heat-shrink - but ya, that'd work.

Solder or butt splice with environmental sleeve. I prefer butt splices - if they’re good enough for passenger airlines, they’re good enough for me.

If you go the butt-connector route, these would be best - crimp butt-connectors with built-in heat shrink sleeves.

Try pulling the fuse apart, snip off the rubber loop, smaller end may fit through hole.

I prefer to solder and then coat the wire in liquid electrical tape.  It's the strongest connection and is completely waterproof.  But we're talking 12VDC here and the wires shouldn't be under much stress, other than bouncing around under their own weight, so you can get by with less.
