You have a few options. First, if you really like fishing a Texas rigged bait I would opt for a screw lock weighted EWG hook. That way it's still weighted so you can cast farther and it will sink to the bottom but it'll be weedless and won't get snagged in rocks nearly as much. The next option would be to use a wobble head jig head which is basically a football jig head with a circular ring on the back that you attach an EWG hook to (you can get some pre-attached). The next way I'd fish that is a Tokyo rig

I would use lead weights and the eagle claw razor sharp hooks in those situations. Flukes, senkos, and swim baits might be better plastics to use as well. Nothing worse than re rigging over and over when you should be fishing.

I don't know if they've been mentioned already, but finesse/cylinder weights work well in rip rap.   Bass Pro Shops XPS Finesse Weights | Bass Pro Shops

Another option that also works fairly well is a Lindy style/ walleye weight.
