Haven't fished a beetle spin but have been ned rig fishing with a 7ML moderate all year. Mine is a sub $100 lews rod and I've caught everything but a striper with no problems. Lot of fun with light braid.

What's the best rod for fishing a beetle spin for largemouth bass? Length, action, and material please.

If you want to go retro, you can use a "five-foot Slider Rod[s] with a Tennessee handle."  https://www.in-fisherman.com/editorial/charlie-brewers-slider-tactics-vs-midwest-finesse-tactics/155940  Carbon fiber of course.  I picked up a bunch of ultralight Fenwick HMG spinning rods and Shimano ultralight casting rods on ebay but don't know that anyone is making such things now.  Those rods also excel at the do-nothing tactics in the cited article.  Not sure what your preferences are, but using ultralight gear, whether spinning or casting, is my favorite fishing method.  Downside is that high quality ultralight casting gear is super spendy.

I've been using a 7' Light rod for Beetle Spins, inline spinners and light swimbaits. Been using these rods for many years. It's my go to for White Bass and Crappie. I've caught several decent LMB on it too. Shakespeare Micro Spinning Rod Light 7ft 2pcs.

M/F? Medium/Fast action?

Yes Medium fast as the 3" bodies come with a true 1/4oz jighead and are labeled as saltwater beetle spins. The smaller one I'd use spinning tackle.
