This problem is going to occur in other locations around the country too.  Our water treatment facilities were built by our grandparents and we're still using them today.  They weren't designed to last this long without updates or upgrading.

Up until this drought thing, we had a decent looking lawn, not very big, but looked o.k. Now, it's mostly a dirt field, with small patches of grass and weeds. Our gardeners can only do so much. Also, my rose bushes are suffering. We get to water 2 times a week, and we have to stay under the allotted gallons.

In the mean while, the rich folks are using up to 150% more water than they should.
