I have a 17ft bass tracker crappie version with livewells and bait wells in the front and back. I'm pretty sure something is clogging the hoses because the water is coming out very slowly for my livewells and takes forever to fill them. Anyone have any tricks to clear them?

Follow your hoses and make sure there are no kinks in your line first.  They will slow down the flow just as bad.  Also check the intake and be sure nothing is blocking the mesh on it.  Other than that I would disconnect the line at the pump and try to use a higher pressure water to push out any clogs.   

You might also pull your pump out and be sure it is still functioning properly.  Try hooking a very short piece of hose to it and see what your flow is then.  Maybe your pump is going bad or you have something wound up around its impellar.

That is were I'd look first.
