Can somebody tell me what this thing is ?

My Dad was a bow hunter and while going through his archery stuff I found this contraption . I dont have a clue what it is or even if it has anything to do with archery . What is it ?

If it is an archery item then it may possibly be a vintage method of attaching a quiver to the riser.

Looks like an old quick release quiver mount

I'm still not sure if its even related to archery . It might be a quiver mount .
