First time it’s happened to me air temp was 36 and my 15lb power pro was icing up on me. Not sure on the water temp but it was windy as well Quote

Super User bulldog1935 Posted March 6, 2021 Super User Posted March 6, 2021 Evaporative cooling - when the humidity is low the dew point is much lower than the air temperature - the surface evaporating the water cools to lower than the surrounding air temperature. This why bridges can ice when it's melting everywhere else, why your truck ices with morning frost (solid dew) when air temp is above freezing, etc. 4 Quote

Not sure on the water temp but it was windy as well Wind chill can help in moving heat around, but it cannot change the temperature at which water freezes which is 32f at 1 atmosphere. lake water actually freezes at a (slightly) lower temp do to it not being pure water. I had braid freezing a couple of weeks and getting stiff and sending "snow" flying in my face.
