No it isn't, it's 100% for putting rings on a worm. You thread the end of the worm through the hole, roll the band up from where they're positioned, open the band with pliers, and pull the worm to the desired position.

I'm skinned my share of cats. There's no possible way to get a wacky rig O rig over the top of a pair of catfish skinners.
