I have a bunch of EWG hooks but I don’t know what size they are.  Is there a way to determine the size ( 1/O, 2/O, 3/O......)?

This gives sizing for a variety of things - hooks, split-rings, spinner blades. Print it out - or just the page you need - on 8.5x11. Place the unknown item on the page and line things up to get the size.

EWG hooks vary greatly between mfr’s.

This to me is correct.

A 4/0 EWG from Gamakatsu is different from say an Owner, Trokar, or Mustad.

If we knew which brand you have and a pic or two, it would help.  But if I were you, I would lay them out by size from big to small and don't over think it.

The Bait Monkey would advise you to buy more hooks in various sizes to compare them. Then maybe add a nice new tackle tray to keep them organized.

You might have to buy some hooks from the same manufacturer to compare them too, but I wouldn't worry too much about it if the hook size seems to be about right for the plastic you're using.
