A friend a fish with uses a dropshot with eagle claw steel leader and gets tangles is there something he can do to not get tangles without getting rid of the steel leader

Why the steel leader on a dropshot? Pike concerns? I wouldn't think a steel leader on a dropshot would be very effective as the steel leader would constantly be pulling the lure down to the bottom from above (assuming the leader is above and not below the hook).  Also, I'd venture to say most anglers consider drop shotting a finesse technique and wouldn't want the steel leader as it would deter too many bites.

 

If you are going to use a steel leader, I wouldn't be using a dropshot, I'd throw a jig, Shakey head, or other lure that has more of a direct connection and less for the leader to mess with. If you are trying to keep the lure off of the bottom by using a dropshot, I reckon that attribute of the rig is nullified by the steel leader, and you'd be better off throwing a different lure that would have more  more depth control while using a lsteel eader like a spinnerbait or crankbait that will run just above bottom.

Don't use steel.  Cortland Toothy Critter is better choice.

 

And I wouldn't call it a drop shot rig.  It's more like a weight on the bottom live bait rig that has been used for generations.  If you use an inexpensive sinker, the dropper can be mono, so you can break off if you hang up up without losing the hook.  If it were me, I'd use a loop or snelled hook off the main line to allow some natural live bait movement.  See this for the history, and rig: http://www.richz.com/fishing/articles/dropshot.html
