Am looking for a cheap tool that can cut hooks and crush hook barbs or another tool that can crush hook barbs

Buy a pair of Rapala side cutters. Mine work fine. 
 

Buy Klein Electrical side cutters. Cost more $$$ we’ll made.

2 tools, total investment: $4.48.  They won't last forever in wet conditions, but $4.48 only gets you so much.

If you want to do it right than get some knipex 8” compounding bolt cutters, I can cut through a 8/0 mustad musky treble which would be like a 5x or 6x strong bass hook easily with one hand. Their not cheap, the company crescent makes compounding wire cutters that look super similar that are only $9 and will still cut a musky hook with one hand, just not as easily. You can find either at Home Depot or menards or Amazon. For barbs just get a good set of well made long nose pliers, I never go fishing without them I hate unhooking treble without them.

I'd definitely suggest compound cutters for hooks. I use the Crescent Compound cutter. Any standard needle nose will flat barbs.

Looking for something that are small and can cut hooks so if i catch a fish and its gut hooked and cant remove it i can cut it

Long story here, but..........long story short.  I had a pair of cheap wire cutters,,,,,,last week I hooked the back upper part of my elbow reaching behind me for a different rod.....nice thick Whopper Plopper hook set nice and deep.  I had to push it through and cut the barb with my off hand since it was stuck in my dominant hand elbow. Also I could only see a small part of the hook and had to go by feel.   In my kayak in the middle of a lake with nobody else in sight.

 

At that moment I really wished I had a better quality wire cutter with me.

For crushing barbs, a pair of tapered round-jaw pliers are about perfect.  They let you apply force directly to even the smallest barb and will generally crush them right back into the hook body.  I believe they are sold for jewelry making use.

Pliers i found on ground crush barbs easily so now am looking for hook cutters that are cheap but work good

8 inch bolt cutters have stopped several trips to the hospital and can be had for under 10.00 and will rust so keep them oiled
