ca  Someone explain what rod deflection is I under stand action and rod characteristic but I hear rod deflection tossed around a would like to know exactly what they mean

I may be mistaken, but I believe deflection is the measurement used to determine action. It measures the number of degrees off the standard plane. Maybe some people use deflection / action as interchangeable terms?

It's an attempt to put an objective description to a subjective measurement.  In other words, replace opinion with data.  It's helpful for a side by side comparison with a rod you've used, but if you've never handled either, it's a little nebulous.

Deflection testing requires a standard baseline for comparison and that differs between test methods. TT started doing deflection test using Loomis MBR 844 rod as thier standard back in 2008 as I recall. Basically the rod is held at 45 degree angle with a reel and line through the guides and a controlled force is applied, the deflection recorded as the force increases. The plotted force curve is recorded and compared against the standard curve. Basically how the rod bends under a controlled load combining both power and action.

To be meaningful a industry standard needs to be established and agreed to it.

I know there rod blank deflection curves available from the manufacture of some rods, just don't recall the Test name?

The test needs to factor in the blank spine and that differs between casting and spinning, guides on top for casting and on bottom for spinning. The spine changes the deflection curve.

deflection is simply a change in direction. So a rod or blank has a load applied to deflect it (change the tip direction). The purpose for the deflection  varies which is a whole other topic. Relating to the OP rod deflection is an act or process not a measurement.

I would think that with all the fishing-shutdowns across the country, you'd be up to your gills in reel-servicing as people would want their rigs in top-working order when they finally can go out.

Busier than usual for the time of year for sure.
