What is this stuff called???

I'm redoing the carpet on my boat.  Upon pulling up the carpet I noticed the white hard stuff along the floor of the boat.  I guess it is there to connect or bond parts of the boat.  It has been there since the boat was made and I'd like to put another coat over it before I lay the new carpet down to reinforce it.  I was hoping someone could tell me what the white stuff is called and where I would be able to get some.  I've added a picture to show explain what I am talking about. Thanks for the help!

If I'm seein' what I think I'm seein' (inside a box lid) then the white must be glue the black part of the lid lining and the brownish orangish raw fiberglass.

no, this is the floor just past the console... it is lined with this stuff all around the floor

It's hard to tell by that pic but it looks like fiberglass mat or cloth to me.  It's usually laid over the plywood floor to water proof to help strengthen it and water proof it.  If that's what it is and you don't need a whole lot, you can find the mat/cloth it in the paint department of Home Depot/Lowes along with resin and hardner but theirs is a little expensive for a large job.  Mat looks like a bunch of fibers mangled together, cloth has a woven look just like any fabric.  Big/large weave fabric is called Woven Roven.

Really hard to tell by the photo.  There's some stuff the industry uses similar to bondo as a filler/leveler.  Bondo isn't suitable for boating applications as it will absorb water if it remains moist for long periods of time.  I can't remember the name of the stuff though.
