0-1 is pretty shallow for a suspending jb. I don't have any that run that shallow, maybe a floating jb?

Not sure if it's still made but the Lucky Craft Spazz runs really shallow. I think there's a shallow running Lucky Craft pointer too.

That's a tough one.  Lucky Craft has the Flashminnow 80sp (3") and the Flashminnow 110 saltwater (4 1/2").  Both dive to 2', less with rod tip high.

 

Rapala discontinued the Flat Rap 10 but it can still be found on Ebay ect.  The Flat Rap is a slow rising balsa jerkbait that would stay at about 18" if you kept it moving.

 

Rapala Shadow Rap (4") can be kept at 2'-3' if you work it with the rod tip high.

I have a few of the Lucky Craft Live Pointers that run shallow and suspend.  They are not the most durable baits but they do get the job done.  I would say that one usually lasts about 15-20 fish before the they start to break apart.

Well I know it's not the best jerkbait for what you want, but I use a Berkley Cutter 90+ Shallow for my shallow areas, one of which is barely over 2ft and if I keep my rod tip up, I can usually keep it off the bottom. It's rated for 3-5ft, but I would say around 3ft when fished normally is more accurate. I use 12lb mono line for the shallow areas for what it's worth.

1-2 ft. seems shallow for suspending jerkbaits which are usually used in water under 50 degrees. Then again, you might be facing some fishing circumstances I have never dealt with. Let me add two things:

  First, I have tons (probably 75) jerkbaits from various makers and have had the best results fishing suspenders (4-6 ft divers) using fluoro and dead sticking - crank it down and jerk, jerk, 15-30 second pause, repeat. The pause feels like an hour at first, but you get accustomed to it. I also tank tune (add/ remove weight) and test my suspenders in iced water in my kitchen around 40-45 degrees. My wife used to make fun of me for doing it. 

  Secondly, you might want to try slow rolling an original floating Rapala jerkbait. I had a friend in Indiana who has had some BIG days doing this. They run shallow (usually under 2') but you will have to find the sweet spot in speed. If you crank it too fast, you might get the depth but not the reaction you are looking for. If you crank it too slow the bait will just "wake" at the top. In the late spring and summer, that waking technique can be killer early morning or right before dark on a windless day!
