Yes, the Ethos rods do go on sale.  I own a few and that's when I bought mine.  I haven't figured out any rhyme or reason as to when they schedule their sales.  I found the Ethos rods closed out after Christmas.  I got a couple of All Star Rods that were closed out in March or April - not exactly sure.  There were some more close outs this summer, but I didn't participate, except for 1 All Star Carolina Rig rod, which I don't particularly like for Carolina rigging, but IMO it makes a great Biffle Bug rod.

When you're looking at the Ethos rods, ( and they have several different grades of that rod ) look at the All Stars also.  They carry several different grades of the All Star Rods, and Academy Sports ( according to the All Star web site ) is the exclusive distributor.

All the time. Never pay full price for one because about this time of year you can go and pick them up for way below normal price. I've got a few of the micro series and didn't pay more than $30 for any of them. It pays to scan them at the price checker (all different models because some will be on sale while others aren't), because they don't always have them marked down on the tag.

Always use the price scanner at Academy!  I've found some crazy deals doing that.  In fact i just today picked up a Dobyns Sierra 683C for 87 bucks!

I've not paid over $20 for any of mine. My 7'3" H, I got for $9, 6'6" MH for $15 and 6'6" M for $20. Use the price scanner. It pays.
