Depends on the vegetation I think.  I have never used a popping frog as I would prefer to use a buzzbait or other plopper style bait.  

 

I interchange popping frogs and weedless frogs though depending on the amount of vegetation.

only time i don't use a popping frog is if vegetation is such that I have no other choice.  I seem to get more bites on the popping variety, chances are if i want something that isn't a popping frog, I go with a buzz toad type bait.

I tend to use a popping frog more often in windier, choppier conditions, but not in a popping fashion, more so because it's noisier when worked the same as a standard frog.

I've used the Whopper Frog in both wind and windless and it's worked great both times. The tail helps make a commotion when it's windy which maybe harder to pick up with a regular frog.
