Alright I got my first baitcaster and I've been learning how to use it and when I was tuning it I had everything turned all the way down and my bait wasn't falling even if I flicked it what do I do

Check that your spool tension knob is all the way loose - the spool should have some side-to-side play. If it does and the lure/bait doesn't drop when you thumb the release bar...check to see if the spool bearings are 'gummed up'. That's the most likely cause.

Might be a stupid suggestion on my part, but make sure that the line isn't wrapped around the guides on the rod. Have tried to cast like that a few times. Always fun. :)

Sometimes line can get caught between the spool and the body of the reel.  It's rare, but can happen, especially if you've removed the spool full of line, and then put it back together again.
