How Heavy of Anchor

I have a 9 foot pond prowler boat and I need to get an anchor to help control the boat in wind, but I don't know how big of anchor I need.  Will a 15lb anchor be heavy enough?  Most places that I fish are silt or soft bottom lakes, with some rocky bottoms, so will a mushroom anchor work ok for those conditions?
