So I usually use cheap spinners but figure I would buy a little pricer one.  First couple casts the thing ran fine than i started noticing the blades not spinning randomly.  If I had it happen i would jerk the spinner and it would correct it. Any idea whats going on?

I've had this happen on many spinnerbaits. Not exactly sure why it happens to be honest. Sometimes grass or slime is accumulated where they spin and that stops them, other times it's a mystery to me. 

I've yet to have this issue with WarEagle spinners.

If it has a ball bearing swivel [ which it probably does] these can sometimes get sand or dirt in them preventing them from spinning properly. Try rinsing the swivel under running water to clean it out. This is also why I only use crane swivels on baits I make myself.
