I have a 7'6" heavy fast rod. Is this a good rod for Carolina rigs? My other choices are a 7' MH or a 7' MH spinning rod.

How heavy of a weight do you plan on throwing? I throw 1/2 up to 1 is sinkers in a carolina rig and use a 7'4 heavy. If going over 1/2 ounce of use the heavy.

Of those options, it's the best choice. Extra rod length is a huge plus with c-rigs. Something along the lines of a 7'3" to 7'6" MH pitching/flipping stick is ideal in my experience. I've never liked using 7-footers. I've caught plenty of fish using my frog rod, too.

I have a KVD 7' MH fast tip, 1/4-1 1/2  oz, 10-25lb line rating I use for C rigs and it works very well.  A really husky rod also good for frogs.
