How do I fix this? The eye got bent and the glue chiped and turned white.

If the guide is still secure I’d either just leave it or apply a smidge of glue to the chipped area.  The white area is where the glue fractured and it will stay white. If not secure, it will have to be removed and replaced, then rewrapped and epoxied.

shipping. . . new rod?  If so ask for a replacement.  If you want to get rid of the white you can cut it off with an exacto knife, down to where you have clear epoxy.  Wipe the wrap  off well, no alcohol, Then fill it back in with WRAP EPOXY, not structural epoxy.  Carefully!

Most likely the new wrap epoxy will blend with the old and you won't notice it.  You may have to coat the whole wrap.

The white is where the epoxy has lifted off the thread. Sometimes filling the area with a thin finish like water based urethane varnish will decrease the spot because it will flow into the cavity, much thinner than epoxy. I use a sharp toothpick to get it only in the crack.

I wouldn't fix a new rod, have it fixed, or replaced.
