I am looking to buy a worm and light jig rod. What is the difference in these two rods

H3s are a little stiffer and faster in action.  For that technique, I think the H3 is the better choice though the KLX is certainly more than capable.
 

Which models you considering?  Don't be shy about emailing Kistler directly to ask for their recommendation.

I was looking at the 7' 1" mh xf H3, but then started thinking about the Klx. I fish a lot of plastic usually with a 3/16 weight. It will be my first $250 rod and I wanted it on the sensitive side

I don't currently have a Helium 3 , that said the KLX is a very sensitive rod for it's price point. I  have 4 that I use for soft plastic baits and light / medium jigs and I am fishing it with any where from 12 to 17 lb Floro depending on application. Have no problems with hook sets and the moderate fast action keeps them pinned. I'm very happy with these rods and would definitely recommend them.

The main difference is the action being faster in the helium 3 line. Both KLX and H3 are some of my favorites. I think the 7'1" mh/xf would be a perfect choice for your intended use.

As mentioned above, the He3 rods have a bit faster action and are a little stiffer than the similar rated KLX 

rods. That being said,I have two of the KLX MH 7 footers that I use for Texas rigs and I am 100% satisfied with them.

The He3 is a better rod and probably worth the extra cost, but you will not have any regrets with the KLX. I am without a doubt a big Kistler fan but also fish a few Dobyns rods (Champion and Extreme). The Dobyns are great rods too, but I keep adding Kistlers to my collection because of their performance and value.
