I’m looking to get a rod for finesse applications. Weightless senkos/soft plastics, wacky rigs, shakeyheads, drop shots, etc. Would the NRX 852c be a good option? I know Matt Allen uses an 852c with an aldebaran for shakeyheads

Absolutely! It's one of my favorite rods for all of those applications.

The rod will work very well for small swimbaits, too!
