That is a beetle spin. Put a small grub or 2" worm on it. It will catch pan fish and bass.

My dad would call that a safety pin spinner.

Can be used with a variety of different heads and soft plastics.

It's called a ball head jig. That one looks to be pretty big at about 1/4 oz. 1/8 may be better in more shallow water.

You may be able to polish up that blade with toothpaste and a rag.

All together it's called a beetle spin.  The bottom part with the hook is called a ball head jig.  One of my fishing buddies uses beetle spins 90% if the time.  He catches everything on them.  Largemouth, smallmouth, white bass, crappie, bluegill, musky, perch, drum, catfish.  I find they are most effective for crappie and will draw bites from good eating size crappie.

The Beetle Spin is a brand and it has become a generic name for that type of lure like lipless cranks being called "trap" regardless of the brand. The jig spinner is made up of the ball jig attached to a jig spinner form, you can buy jig spinner forms and ball head jigs from Barlow's Tackle or Janns Netcraft not to mention a bunch of other places. The best baits to attach to the jig are curly and boot tail grubs and they do catch everything.

Beetle Spins are often looked down on by Bass guys but they can be fish catching machines. I know a guy that throws it a bunch. You will catch big crappie also.

Love the Beetlespin. A true classic. Caught my first  big bass on one, when I was 10 years old.

Those are what I started using 35 years ago fishing small ponds.  They will catch anything that swims in the water.  My all time favorite color was white with red dot.  I caught my PB at 12 years of age letting it fall between a fork in a downed log and a 5lber smashed it
