Temperature is currently too hot for much top water but I caught some nice fish a couple weeks ago when temps were down and overcast was heavier. But while fishing today there were a few fish evident on the surface until the wind kicked up due to a light front moving through. My question is:  does the wind kill the top water action or just mask it because it's harder to see the fish breaking the surface while chasing bait fish?

No , the wind nor the heat kills the top water bite .  The only way to know is to try it . I had one of my largest limits ever , two weeks ago on a  sunny day with a moderate wind using a buzzbait .

Topwaters will catch fish on windy days, on clam days, and on days in between as long as you use the right topwater for the conditions you are fishing.

Exactly, my most productive windy day topwaters are Prop baits followed closely by poppers, the least productive are wobblers.

It's usually better for me when there is a little wind. You can certainly have too much wind, but at times you can have not enough too.

I've tried almost all of them I think, poppers, frogs, wake baits, walk the dog baits, buzzbaits, also things like the Ima Roumba and Ima Skimmer.

I really like glass water with no waves. When waves pick up, topwater can be hard, especially with what used to be my favorite topwater bait, the KVD Sexy Dawg, which is a walk the dog type bait.

I really like Cavitrons, the best buzzbait in my mind but you go through buzzbaits after a few fish tear them up, especially northerns. My new favorite topwater is the Whopper Plopper. Killing it this year with this lure. I love it because it's so effective but also covers water as fast as you want. With the Sexy Dawg which is similar to a Spook, you had to walk the dog and that is slow. The Whopper Plopper you can use at any speed and cover so much more faster and more effectively. Whopper Plopper size 110 is my favorite followed by size 90 when there are weeds underneath the surface.

Also, with it's 2 super sharp hooks out of the box the Whopper Plopper loses very few fish. With a buzzbait many times I'd add a stinger hook for short bites, not a problem with the Whopper Plopper. Also, I like the Monkeybutt color followed by Bone then Loon, although I don't think color counts as much for topwater. One more thing, the Whopper Plopper works well in waves because it can cause a big disruption if you want it to, walking baits like the KVD Sexy Dawg couldn't do that, which is what makes the WP more versatile.

....if it's weedy and you mean topwater frog my favorite is my Homemade Teckel Sprinker Frogs, if I get my real Teckel Sprinker Frogs in the mail ever they maybe come my favorite frog.

Can wind kill a top water bite? Yes and no.

Yes if the top water bite is a result of baitfish feeding on small terrestrial insects and wind blows the bugs away from down wind locations. The wind can also create a top water bite by blowing bugs onto shore areas upwind.

Wind can also create conditions where plankton can't surface often baitfish feeding on it go deeper.

No if the reason bass are feeding on or near the surface isn't affected the wind. Light wind breeze creating small surface waves often disguise the lure and bass strike the commotion the lure makes mistaking it for baitfish. High wind and white capped waves usually kills a surface bite and better choice are subsurface lures like a spinnerbait or chatter baits that creates more flash to attract the basses attention.

Not necessarily--Because of the ripples/waves the wind creates it makes it harder for the fish to detect and to home in on the bait itself. The rougher it gets, the more action a bait may require. I once found a school of fish schooling in 30 feet of water with 2-3 foot rollers. I used a 3 inch popper and caught the **it out of them for about a half hour.

The Whopper Plopper has become my new go-to topwater bait. I have all 3 sizes but the larger 130 size is my favorite. Like most larger baits it attracts larger fish. And they will smack the fire out of it making it a blast to fish!

I find the inline spinners and spinnerbaits work better in windy conditions. If it's raining and overcast too the better. I like the strike king inline spinner in silver blade black bucktail or joes fly 1/4oz bass in firetiger Apache.

My spinnerbaits presentation is holding the rod up at 12 o'clock letting the spinnerbaits run on the surface making the blade smack the water on the surface to the right and left as it moves.

Buzzbaits, topwaters and poppers! But if you know there are still fish there and they won't take a topwater, try the spinnerbait.

I love fishing frogs. Something about it is even more fun than most other top water baits. That being said, my most productive top water bait (so far) has been poppers by a large margin. Maybe just because they're treble hook baits so they're more likely to hook up, or because the bass in the places I fish are on the smaller size and can't get the whole frog in their mouth. Went this past week at sunset and threw a frog for a couple of hours. I had 13 blow ups on the frog, including quite a few where the bait got sucked completely under the water, but I only landed one fish.

I was the co in a tournament where my boater was tossing a Super Spook into a 15mph wind and walking it up the 2ft waves.  He weighed in 21lbs of Smallies.  Tears were rolling down our faces with how hard we were laughing at just how absurd it was.  That day taught me the that there is never a time when a top water will not work.  Just find the right one for the conditions.
