I recently purchased a pelican bass raider 10e from an owner and they said they said the boat did not come with a title. However they did have an outdated water usage stamp that they said they were told was all they needed for it. I didn't think something this size would require one. Any advise would be greatly appreciated

I think it varies from state to state, here in Ohio you do not need a title for any craft under 14 ft. Still needs to be registered though, I'd contact your state Division of Watercraft to see what you need to do.

Here in Florida, any vessel being powered by motor, even just a trolling motor needs to be registered and you must have a title to do so.

Rules for NY:
 

NY Vessels to Title & Register

In New York, you must register any boat that is partially OR wholly motor-driven and used on the state's public waterways. Vessels exempt from registration include:

Non-motorized vessels, like kayaks and canoes.

Lifeboats.

Any boat registered out-of-state and not used in New York for more than 90 consecutive days.

Commercial boats with U.S. or foreign documentation.

Watercraft racing in a competition.

 

The NY DMV only issues titles for motorboats that meet ALL of the following criteria:

Manufactured in 1987 or more recent.

Have a length of at least 14 ft.

Registered in New York.
