ok so obviously it's broken but what I'm asking is can it be fixed? The graphite blank itself is unharmed but the outside sleeve or what ever is splintering is broke. The rod can still be bent. I was wondering if there is something I can wrap it with? It's a 7'1 mojo bass and the splintering is about 6" from the top of the rod. Thanks!

Go get it exchanged under their warranty program.  It is toast.

That splintering is the graphite.  It's broken.  That kind of splintering usually happens after some impact to the rod.  The are is weakened, and splinters over time.  You can try for a full warranty replacement, but I'm thinking you get the Gold Star replacement service.  Time to contact St. Croix: http://stcroixrods.com/service-warranty/service-warranty-policies/
